Peers Learning Mission to Comoros 2024
ECES deployed a peer support mission to the Comoros for the first round of the 2024 presidential election, conducted from 8 to 16 January 2025 in collaboration with the Association of African Election Authorities (AAEA). The mission, composed of four Chairpersons and Commissioners from African Election Management Bodies (EMBs), was carried out in support of national electoral authorities. The mission was conducted within the framework of the “Pro-Electoral Integrity” project, financed by the Italian Ministry of Foreign Affairs and International Cooperation through the Italian–African Peace Facility (IAPF) instrument.
The delegation included representatives from Burkina Faso, Ghana, Central African Republic, and Malawi. The mission aimed to demonstrate solidarity with Said Ahamada Ben Iddrissa, Chairperson of the Independent National Electoral Commission of the Comoros, and his fellow Commissioners, while reinforcing peer cooperation among EMBs.
As part of its peer-to-peer approach, the mission provided constructive pre-electoral and post-electoral advice and feedback, drawing on the comparative experiences of participating EMBs. It also coordinated closely with the African Union and other international and regional organisations present during the electoral process.
Following an initial meeting with the Chairperson of the electoral commission, the delegation engaged with a range of national stakeholders to gain a comprehensive understanding of the electoral environment. Exchanges with the African Union Election Observation Mission contributed to a shared overview of the electoral landscape and the latest developments on the ground.
On Election Day, the mission observed the opening, voting, closing, and counting procedures across five polling stations in the Moroni area. These observation activities were conducted in coordination with the African Union Election Observation Mission, further reinforcing collaboration and information-sharing among electoral actors.
Through this mission, the AAEA continued to promote electoral integrity, institutional cooperation, and mutual learning among its member EMBs, while supporting national authorities in the conduct of elections.
