The implementation period for this second phase was 12 months. Particularly, the project aimed at implementing the following actions:

  • Support to the African Union Commission (AUC) in organising the 8th Annual Continental Forum of Election Management Bodies (EMBs), titled “Strategic Communication: Building a Sustainable Election Management Bodies-Stakeholder Relationship” held on 1-2 November 2023 in Cotonou, Benin as well as the General Assembly of the Association of African Electoral Authorities (AAEA), both held in Cotonou - Benin (November 2023). The Forum improved the focus of EMBs on communication and provided knowledge on how strategically manage and respond to priorities for credible elections in a manner that improves their image and relationships with all electoral stakeholders, particularly citizens.
  • Technical support to a series of “peer support missions” to provide EMB leaders facing an election with opportunities to exchange ideas about potential challenges and issues, building on the experience of their peers and the moral support they could provide. A Peer support mission to Liberia for the first round of the presidential election was held in Monrovia - Liberia (October 2023), while a Peer support mission to Comoros for the first round of the presidential election was held in Moroni - Comoros (January 2024). Peer support missions to Madagascar, Senegal, Mozambique, Burkina Faso, Mali and Guinea-Bissau were cancelled due to political instability, election postponements, and African Union arbitration arising from conflicting priorities and tense political landscapes in the respective countries.
  • The Declaration of Principles (DoP) International Annual Implementation Meeting, held in Addis Ababa - Ethiopia (November 2023). The Meeting brought together stakeholders from over 54 international organisations from across the world. The rich discussions that ensued over the three days reflected a collective commitment to advancing the principles outlined in the DoP and a willingness to address challenges facing international election observation.
  • Continental training for Core teams of election observation missions, delivered in the 4 official languages of the AU. This enabled the AU Democracy and Electoral Assistance Unit (AUC DEAU) to strengthen its database of expert observers with specialized skills in legal, political, media, gender, and electoral administration expertise. This allowed the technical support and organisation of the Declaration of Principles (DoP) International Annual Implementation Meeting, held in Addis Ababa - Ethiopia (November 2023), the  25th Annual General Conference of the Electoral Commission Forum of SADC Countries (ECF-SADC), held in Cape Town - South Africa (November 2023), the Capacity building training in election observation – Somalia, held in Mogadishu and Nairobi (January 2024), a Technical analysis mission in South Sudan, held in Juba – South Sudan, the Mission of the Gabonese Constitutional Court and Senate to Luxemburg, and the participation to the AU Summit, held in Addis Ababa, Ethiopia (February 2024). 
  • With the objective of continental promotion of the AU Guidelines on Constitutional Amendments and Pedagogic toolkit for rule of law stakeholders, the project supported the development and validation of further African Charter on Democracy, Elections and Governance (ACDEG) material. Various expert meeting events connected to the AU Strategy for the inclusion and mainstreaming of the ACDEG in school curricula were held in Dakar – Senegal (May 2023), Nairobi - Kenya (July 2023), Maputo – Mozambique (December 2023), Accra – Ghana (February 2024) and Abidjan – Ivory Coast (June 2024)
  • The African Union organization of the 7th Continental forum on Transitional Justice (TJ), titled “Inclusive and Participatory Governance, Gender Equality and Socio-Economic Justice in Africa”, and held in Rabat – Morocco (October 2023). The Forum also paid special attention to other emerging issues and best practices, thus pushing the boundaries of transitional justice further to provide solutions, define approaches and build tools to address them.
  • The inaugural training of the African Woman for Transitional Justice (AW4TJ), platform held in Nairobi – Kenya (August 2023). The meeting brought together 40 representatives from across the whole continent and provided a platform for training and discussion.
  • The African Youth for Transitional Justice workshop, held in Kampala – Uganda (February 2024). The meeting brought together 50 youth representatives from the whole continent and provided training on the concept of transitional justice in general, and on African transitional justice policy in particular.
