Phases I and II laid the groundwork for the development of the current proposal for a Phase III by the AUC and ECES, in order to continue and expand on the initial successes of the Pro-Electoral Integrity project, with the support of the Italian government under the Italian-African Peace Fund (IAPF). The proposed implementation period for this third phase is 24 months. Particularly, the project will aim at implementing the following actions:

  • Support the organisations of the 9th annual continental forum of EMBs. Beyond the promotion of professional standards and of a common culture of prevention of electoral violence, the success of this upcoming event will help building a community of EMB leaders who share common values, jointly work towards the consolidation of integrity in elections, and support each other’s especially when facing challenges related to their offices.
  • In the same vein, the project will support a series of peer technical support missions. These missions are designed to provide leaders of EMBs who are navigating the complexities of an upcoming election, opportunities to exchange about potential challenges and issues. This offers EMBs a platform from which they can leverage on the experiences and insights of their peers, along with the moral support they can provide. Such understanding exchanges and advice can be instrumental in aiding these leaders to make informed, sound decisionmaking, while protecting their independence.
  • The project will also support a Continental training for Core teams of election observation missions. This will enable the AUC DEAU to strengthen its database of expert observers with specialized skills in legal, political media, gender and electoral administration expertise.
  • Using ECES’ expertise and the AU roster of electoral experts, the project will deploy a series of short-term technical assistance missions to support the technical teams of different electoral commissions before the electoral period. The support will be delivered with specific objectives and tailored and targeted to the needs and requirements of the identified EMBs.
  • With the objective of continental promotion of the AU Guidelines on Constitutional Amendments and Pedagogic toolkit for rule of law stakeholders, the project will support the final validation phase of the ACDEG school material. Such material is expected to be made of 13 documents, produced in the phase 1 and 2 of the project, to be finally approved by all the AU Member States, RECs, RMs and AU Organs level. The third phase will plan the Pilot phase of the dissemination of the toolkits. This phase - after two years of important work - will see the delivery of the material and planning of its dissemination.
  • Finally, the project will continue its support to the exercises of the African Union on Transitional Justice. This important topic is growing in relevance and Pro-Electoral Integrity – phase 3 will support the Woman forum for transitional justice, the Youth focused forums on Transitional justice and the continental forum on Transitional Justice.
