Ashref M. Maktouf is a Tunisian lawyer with extensive expertise in legal advice, international contracts and electoral litigation. With eight years of professional experience, he has developed an international career focused on supporting democratic and electoral processes.

Between 2013 and 2019, he was deployed on various international election observation missions organised by the African Union and the Organisation of American States (OAS). His role was to monitor electoral processes, ensure compliance with international standards, and verify the inclusion of minority groups and persons with disabilities. He also played a key role in drafting reports for various missions.

At the same time, Ashref has gained solid experience in legal consulting by working with various stakeholders such as voters, candidates, political parties, and NGOs. His specialisation in international contracts led him to successfully develop and manage multi-million euro projects under framework contracts with the European Union, the European Investment Bank, and the Millennium Challenge Account, notably as a Project Development Advisor.

His diverse professional background has also led him to work with the European Centre for Electoral Support (ECES) in Brussels, where he contributed to the development of electoral programmes and training missions.

Ashref M. Maktouf is a results-oriented professional with strong project management, negotiation, communication, and leadership skills in multicultural contexts.

Ashref M. Maktouf has also contributed to publications, including coverage of the post-revolution elections in Tunisia for UNESCO in 2013, Munistah's role in the Haitian elections for OPALC in 2015, e-governance in Burkina Faso for ULB-CIVIPOL in 2016, and OSCE election observation missions for ULB-CIVIPOL in 2023.
